A person who makes that remark probably has the IQ of a Mars Bar.
The key word in your question/post is "assume". Take the first three letters of that word and it describes these people to a "T"

That's an insult to the Mars Bar. It's probably a lot smarter.
In my neck of the woods, we still have racism issues over in North Idaho. It doesn't help that I have a lake house not far from the former nazi compound. My family tried to pull the whole 'you look like a skinhead' thing when I first started but now everyone is so used to it. A couple years back when I was working retail, I had an African American/black customer that was acting off so I didn't give him a guarantee on an item. When the cashier heard about it they called me up and asked me why I didn't, I told them I forgot. That is when the customer said in a very loud voice "Is it just 'cuz I'm black, whitey!?!" I literally laughed out loud and walked away. When my manager asked about it later, I told him I would have treated the guy the same way had he been white or any other color, I treat all ignorant people the same regardless of skin color.
Yup. The word "dumbass" can apply to anybody.
The whole race card is a game I hate, especially living in my country.
It is weird how perceptions play a role in how we behave towards others.
Stereotyping is always a problem and always causes problems. Where I live, shaved heads are not uncommon, so no-one would be accused of being a neo-nazi or racist. So while that's not an issue, other stereotyping and profiling problems are still common.
