I would talk to him. You won't really know how weird he is, or not, if you don't give the guy a chance. Often people will act weird when they are nervous or trying to impress someone.

RazorX, I think you got this guy figured out. He sounds like a def Wannabe. I agree with Tyler. Probably just a few words from you and you could set this guy on course to SLY freedom. And maybe get a little of the SLY confidence (that it sounds like he desperately needs).

Yep, that's my dilemma. Today I decided to do a little walk around the floor to see where this guy's desk is and perhaps find out his name. When I walked past his cubicle, he was in the middle of a conversation with his neighbor across the aisle. He stopped talking mid-sentence when he saw me and gave me a big, enthusiastic HELLO. I just said hello politely and kept walking. Didn't notice a nameplate at his cube and did not want to linger there to find one.
Later I asked someone else on the floor if she knew who he was and found out that he is a temp who is hoping that this assignment will lead to a permanent position. Everyone thinks he is very strange. I can't go anywhere without running into him. I go to the men's room, he's in there. I go to the copier, he's there. I go into the kitchen to wash out my coffee mug, he's in there. I very narrowly escaped an elevator ride with him today . -

Razor - he may just be trying to fit in and also find someone to help ally him too the company. He also sounds like a sly wannabe. Next time he brings up the head shave, tell him to $#!t or get off the pot. Dare him to shave it off .... He also may be using you as a mentor. -

Hey Razor, have seen a similar situation with subs looking for permanent teaching assignments. Not knowing your position, is it possible he sees you as person of authority, either by title or by your self confident presence? Is he merely attempting to get in your good graces? If not, you might want to be careful, you could be playing Micheal Douglas to his Sharon Stone.

I have to agree with Paul and Pruitt. I think this fella is trying to align with someone in the company. You did say he was a temp.
I had a guy do something similar a few years back. He tried with all the people he could until he hit the right coattails, wound up being hired for internal audit.
And the other point is that he may well want to be sly too, I have a few sly guys at my job, and I am tempted to ask of their routine. He may not know how to go about it.
So at this point I wouldn't be too worried. If he suddenly shows up at your car or on the train behind you, or worse at your home,well, then I think you may have a problem. Just try to keep a comfortable space between you. Keep it light.

Getting into my good graces will do him no good at all, since my influence at the company is nil. I don't even know the guy's name and don't think he knows mine. I think he's probably intrigued by the bald dome.
