i use the Timmj method of falling into a curb when I shave.........

I stand at the sink and lather up  the head and the face together. I then shave the face while the lotion sinks into the head. Then I shave the head.

I like to to the head first in the shower especially because I'd rather have my dome smooth and miss a face shave than vice versa I think the stubble excentuates the head anyhow :)

Since I started sporting the Mr. Clean look a month or so ago I've been starting with my face then the head.  I shave both in the shower and I find this way it allows the hot water and steam to open up my pores more on my head and soften up the hairs to get me the smoothest closest possible shave.

head, it takes me 35 - 40 minutes to shave my head now, i use a straight razor and i do with the grain and against the grain then i shave my face with the mach 3 turbo
