Having been involved, for a number of years in the "Men's Movement" I have not only experienced this first hand but, being that this is an infectious condition, I have done it myself. I occasionally lapse into this vocal pattern of seemingly questioning what I have just said. The therapists on the weekend retreats I participated in did this all the time, not only during exercises but also, in normal conversation. And it is a hard habit to break.
My own skewed opinion is that therapists in our culture have been trained to give more feministic responses than what reality would call for so as not to seem threatening or paternalistically overbearing. This vocal "upturn" at the end of a statement seems to allow for open discussion on any subject, even where right and wrong are clear.
Kudos to you, Vash, for bringing this to light.

AMEN!   I can't stand when people make statements and don't have the balls to be direct and make their point with conviction.

Say what you mean to say, believe what you say, and don't be afraid to say it!!!

If you can't do these things you probably don't know enough about what you're saying... so don't say it!!!!

Vash, way to shine a light brother. I sat here thinking about this and I find that in a social setting i find myself guilty of this and in my business I find that I'm very direct and to the point. I guess I need to pay more attention to how I speak even at rest so to speak.

Dude, that was so, like, totally awesome, like, well...ya know?!
I was amazed at the audience getting into the act and seemingly believing and endorsing the "comedian".   :/O
I'm not sure how many agreed with the guy, and how many thought it was just ironically funny; because it was sort of how they sound when they speak(often the truth is funny). 
It would be great if we could talk to that audience and find out how many thought it was more than entertainment.  Hmmm! :o
