So I usually just use an electric shaver and it gets it down to a very shaved head. I decided to use the shaver then a razor afterwards to go full bald, and it didn't take anything off.
I'm obviously white and my natural hair color is brown. Is it impossible for me to be actually bald? or maybe it's because I shaved my head first with the trimmer and there wasn't enough hair for the razor to capture?
What kind of razor and cream did you use? Did you go with the grain or against?
It's possible that you buzzed your hair too short for the the razor to grab anything. Let it grow out for a day or two and try again. Shave against the grain and make sure you use a quality razor.

i went against the grain. maybe my hair was too short for the razor to do it's job because my braun 5 series takes off 99% of my hair and just leaves an imprint basically. i'll let it grow out a bit and try again.
is there better razors for effective shaving?
I must concur with Harry and Razor ,that your hair was too short and most likely you did not shave against the grain.
I consider myself a daily head shaver, but I find that when I skip a day or two I get a closer shave. So try again after a day or two of growth.
