John, bulking up with fat is not something you want to do. Adding muscle is the way to go, and what you need to do is work the major muscle groups. Do deadlifts, squats and pressing exercises.
Do less reps with a higher weight (that you can handle comfortably).
Ease back on the cardio if you do a lot of it.
For your nutrition, you will need to up the protein intake a bit too. Check out wodie's post below #2.
If that doesn't work, try Schro's suggestion.

I second that.
I was boney 135 lb skater until I was about 25 and wanted to get bigger, a friend took me under his wing and get me going on a good gym workout using more weight... a few months later my arms looked more like my legs had looked and I was boney no more.
