Welcome to SBGs. I cannot answer your questions on laser hair removal because I enjoy my head shaves. I hope someone can chime in.

I got laser hair removal about 5 years ago on my back - but only 4 treatments. It took of most of my "wool sweater" but it doesn't work on the hairs that have gone gray. There must be some color, even it it is blonde, for the laser to react with.
They cannot laser over tattoo's or the laser will react with the colors and metals in the ink and will get very hot, (posssibly boiling under the skin), so I will always have a "Hairy Eagle" on my right shoulder sleeve. I am planning on one or two more large tattoos so if I am going to do it - before, not after. I got a great deal on Groupon three months ago and am currently having the hair on my back, stomach, neck, upper legs, etc. removed. So far I have had two treatments. They must be 5 weeks apart. The only area is really hurts is on the beard hairs on my neck. Those hairs are thicker and stronger that your body hair and it really burns when the little follicles react with the laser and "explode"
I would never Laser my head. Most technicians will refuse to do it anyway. They say that it is very painful and often results in patches. And even where it does work - the back and sides of your scalp look really "sickly" without those little follicles in the skin. (Have you ever seen a cancer patient or someone who suffers from Alopecia? Well that is how it would look. And since the laser will not remove any gray hairs, when those come in you are still going to have to shave! (I still have an area on my chest and pectoral area that is gray and growing like a weed patch)!
Sorry if I have grossed anyone out - but I really wanted to give you the straight dope before you went out and did something that I believe you would really regret.
