In Canada, we've had major issues with throttling with Rogers.  Time and site specific, it seems, but not too predictable for us to plan around.

I'd be surprised not a bit if Comcast were throttling Netflix during peak hours or just in general because of some partnership otherwise standing.

I can't provide specific information, but the answer is yes, the networks can throttle Netflix traffic and I would not be surprised one bit if Comcast does it.
