After shaving the head with an electric shaver, rinse with cold water, place a few drops of olive oil in the palm of your still wet hands, rub together and then rub on your still wet head. That will give you the shiny look and also help moisturize your scalp.

I have not used a skull shaver, but I have used a Philips/Norelco three head shaver on my head and found that while it takes a little while to get a good shave, it does do a good job. The trick is to go slowly in circular motions, don't press too hard, and go over each area a few times.

It does not have a low battery indicator, but you can tell when the battery is starting to get low because the shaver slows down a little. I just keep a spare set of recharged batteries handy and swap them when it starts to slow down.
The shaver is water washable and can be used wet or dry, although I get my best shaves by simply wetting my hands with water, rubbing it on my head and then shaving. You can add more water or even a few drops of olive oil mixed with the water for a super smooth shave. If you do this after you shave, you will get the shiny head look.
