Probably some ugly fat chick that wears tight shirts and short skirts and thinks they look good enough to judge someone else's appearance 
My thought exactly...but with that said, i think she was probably someone that felt like she had something "over" balding dudes and that made her feel in control...how do you intimidate when once insecure dudes are now EMBRASSING their looks!
Or better yet...what happens when people have a mind of their own and make their own fashion rules of what looks cool and attractive...in this case no hair...and dudes with the ability to grow it are going that route...must drive her nuts!
I would love to cross her path everyday and rub my shiny dome in her smug face!
I'd pass her with a big smile and big hello everytime though!
