Try ice and rub it on your head I found it helps a lot which I used it the first time I shave and I have had no irritation at all I read about that somewhere on here the other day when these bumps first showed up. I haven't shaved since then thinking if it was razor burn that I didn't want to irritate anymore than it already was. I'm going to try it next time I shave.
You might also try Shave Secret oil ... massage a few drops onto your scalp before putting on the shave cream/lotion (I also let a drop of oil slide down my razor cartridge). The Shave Secret has helped several fellows I know who were dealing with the red bumps. I got it at Wal-Mart - about $3.50 for a 5/8 oz bottle which lasts me several months. It's on a cardboard backer and usually towards the top of the shelf unit near the blades and such.
