Try the Conair CleanHesd electric shaver. It has gotten good reviews in past posts.  I have been using one for 7 months and am satisfied.  No nicks, cuts, rash or bumps.  You can buy it online for less than $30.

I bought one and ordered it through CVS on line.

The Conair clean head works really great although I prefer using a razor.

Got my Conair at CVS.com in December.  Looks like they do sell it now.  Try Walmart.com.
