Goosebumps--could it be a way to the ultimate shave?

Last week, within an hour or two of shaving, I experienced goosebumps.  I don't recall what set the reaction off.  For some reason, I put my hand on my freshly shaved noggin, and to my complete surprise I had stubble, substantial stubble.  In a few moments the goosebumps went away and my scalp was smooth as it should be after a good shave. 
This leads me to my question.  Obviously, notwithstanding what would have to be considered a close shave the goosebump reaction raised the roots of the hair even further.  If a guy could somehow consciously initiate this reaction while shaving I would think the shave could reach an ultimate smoothness since the entire available shaft would then be exposed to the blade.  It would also seem that the resulting shave would last longer too.  So, does anyone know a way to cause goosebumps at will?

A scary movie, perhaps?   Just kidding saint.  I would be afraid that shaving over goosebumps could result in multiple little nicks.

But it was only stubble, no "skin" involvement that I could detect, mind you I was so totally freaked that after less than two hours shaved I had such significant stubble, like a nightmare that I had forgotten to shave before going out.  Guys it was weird.  If I could figure out a way to initiate goosebumps, I'd love to shave it, I really would.

When I shower, the first contact with the hot water often makes me shiver, creating goose bumps all over my body. On the scalp there are no bumps but the stubble gets quite heavy. It only lasts a few seconds, too short for a shave. But the idea is intriguing.

This happens to me almost weekly.  I've been meaning to post a question to see if anyone else has had a similar experience.  It almost always happens within a couple hours of shaving.  What a weird experience.  I'll be smooth as can be then, in an instant, a days worth of stubble standing high on my head.  I'm not an electric user, but if you had one close by that might be useful.
