I don't think that I'd use Vaseline on my freshly shaved head.  Too pore clogging.  I was in one of the American skin care specialty stores last week.  I discovered that Shiseido (a very well regarded Japanese skin care line) now has a mens line.

You might have to find yourself a good interpreter to go shopping with you.

Get yourself a good moisturising after shave balm or a typical facial moisturizer.  If it has an SPF factor all the better.

Shiseido will probably be in all the better department stores in Japan. (Warning: It won't be cheap)

Welcome FX, Mike has a good point there.  There are a wide variety of techniques and routines in the Shaving section that should help.  In the meantime, post up your shaving routine so we can se what else you are already doing.

hot shower and shampoo or dove soap. get out and apply gel while hair still wet. first shave with the grain then against on stubble spots. always have trouble with the back of my head and sometimes leave small strips of stubble and dont wanna go over a area again. i then do the cold water rinse and used baby oil first 2 times to moisturize and vaseline last night. i get small bumps on the back of my head and what i think is razor burn on the sides. i have oily skin but never had any acne problems. my mom is sending me aloe gel and witch haazel but it wont get here until next week and i have to shave again cause i have a game sunday and have to look fresh lol

Aloe Vera gel is very good my friend.
Im using it every day after the shave (and aloe juice every afternoon as a moisturizer)
Yea, right...

I'd say the first step is to get a good shaving cream/gel/oil and stop using the shick stuff.  This will help reduce the friction of the blade.  It may cost a little more but you might have to do some experimenting with the different brands you can find in Japan to find something that gives you a better shave.  Tip - avoid anything that comes out of an aerosol can.
