I've seen guys wear them as part of formal wear, but I think it's a celebration of their heritage. The problem for a person somewhat short on Scots heritage is the tartan, whose would you use?
A friend of mine was told, in a shop in Edinburgh, that it is "Scottishly Incorrect" to wear a kilt to which you have no claim (based on family, military, or other honorary connections). The salesman then almost refused to sell him a tie (MacArthur) which was not his Clan. He finally persuaded him it was a gift for a friend across the pond (me) and it was his Clan.
