I wonder how many years ago that was?  I am pretty sure he does not have much hair left!  But he looks great sly!

When Jim's hairloss became very evident, he buzzed it shorter and used scalp spray paint to cut the studio lighting glare but that didn't work outdoors  during live hurricane vids, so he eventually went sly.  Very well liked TV personality !   ---Stasiu

That part is odd.  Perhaps they could only get official Weather Channel photos and maybe that is what they allowed?    :/O

The tv screen shows Hurrican Andrew that was back in the early 90's. I think !
