He's the rapper from the 90's that did "Gangsta's Paradise." The braids were his trademark and I guess he refuses to chop em off.

Not to mention the Juggalo (Insane Clown Posse) tattoo that's spelled wrong (should have 2 g's).

The guy's a total mess.
