The back of the neck is a sensitive area, as you're finding out.  As a compromise, you could use something else (blade, electric, etc) on the rest of your scalp, if it can handle it, and the T-outliner on your neck that is prone to breakouts.  You'll be able to feel the difference with your hands and it might be a bit odd, but it will look the same and no one will be able to tell the difference.  Just a thought.
