What's your shaving method? There might be a key step that you may be missing that is causing irratation.
It's very important to have your head rid of any oil whatsoever, and the St. Ives Apricot stuff works wonders for that.

Try the Bald Guyz products. Worked wonders for me. I use the shampoo, conditioner, shave gel, moisturizer and sunscreen (when i'm going to be in the sun).

Exfoliate
sharp razors
anything with sillysallic acid (please forgive the spelling)
Ice treatment after the shave
I like to personally use alot of rubbing alcohol on the dome instead of after shave.
I did an experiment with using distilled water instead of tap water.

I once had this same problem... lots of bumps and huge ones... still get an occasional bump, but nothing like what I had. I scrub my scalp before and after shaving with an acne soap... anything containing salycylic acid. I use the store brand... works just as good as the name brand and costs 3 times less. Then I splash with Witch Hazel (an astringent) and gently wipe it off to get rid of any remaining impurities. The process works like a charm.
