Title: Look like razor bumps?

Sorry for the silly question but I can't decide if these are razor bumps, other slight irritation,  or just sorta normal. Sorry for bad photo as I tried to take it myself and this is on the back of my neck.

I'll try getting a better lit photo today. I just noticed thwm today. Odd thing is that they don't itch burn or anything like that and don't feel very noticeable but are just the slightest visible.

Think they stick out more in a photo then if you just look
