Why not send the photo to Gillette and ask them?

How do you know how old it is?

If it has a date, then the bottom of the baseplate should have some etching.  In the upper left will be a letter, in the upper right a number.  Those tell you what year and quarter it was made.

Then look here.

I checked on that list. It's has a J and a 1. But that doesn't really narrow down the year. Could be 1918, 1964, or other years they had J's. I might try sending the pic to Gillette and see what happens.
Do these small ones shave good if I clean it up?

It's a 1964.  The techs weren't out as early as 1918.  It should shave well.  I've heard really good things about the techs, though I've never personally used one.  They're supposed to be fairly mild, but that's good if you haven't developed your technique yet.  I would pair it with a fairly sharp blade.  Being a travel tech, the handle may be a little uncomfortable for daily use.  You can change out the handle at a decent price by buying inexpensive razors from Maggard, Cadet, Utopia, or Apollo.

Thanks for the info. I cleaned it up and actually used it today. I shaved my face with a Feather in it. The handle is way too small, but I could see useing it for travel. I put my Jagger handle on it for the last pass and it worked a lot better. It is a very mild razor. Which, I guess it has to be with no weight to it.
Thanks again for the help.
