Waine, if you look at a picture of former Pres. Clinton, it looks as if he has used Rogaine to retain his thick head of hair (altho, to the best of my knowledge, the hair is perfectly natural).  Also, you may be too young to remember all of his amorous trysts, especially with Monica Lewinsky, but most of us get the Viagra part.  I like this joke because it turns the tables and makes fun of a full head of hair.
