Title: Answering Forms about Hair Color When BBC

I have have been shaving my hair for over a year.  Now applying for a Federal job which requires background screening, ID cards etc.  I have a full head of hair--just receding significantly. 

So what is the proper way to answer the question about hair color?

I put "brown" but in underneath wrote "shaved".

Simple, put the color of your hair whatever it is!
