After shaving, I would rinse with cold water and apply witch hazel. My scalp would then get dry and flakey. Application of aloe vera gel took care of most of the flakes.
I stoped applying witch hazel after shaving, and the flakes disappeared. Could the alcohol in the witch hazel have caused the dryness?

Yes

Yeah it seems so!
If you have no razor burn just skip the withch hazel.
Any chance it could be a tiny bit of sunburn?
-
yup...w/Lynchy on this. Skip the witch hazel.

Aloe Vera is fine, but I'd use something like Nivea Extreme after shave balm that is formulated to prevent dry skin--low scent and doesn't leave a greasy residue--my standard.

I use a product by Duke called Bald & Bold followed by a light coating of Vaseline. At night I use Cocoa Butter on my scalp after washing my head with Noxema.

Always rinse cold after the witch hazel to stop it overdrying

use a moisturizer for your scalp you also can try a moisturising shampoo for you scalp don't for get your aftercare an after shave balm perhaps or some gel/lotion to lube up your scalp afterward
