The only thing that limits you is yourself. Cut your hair, and go ahead and take that job in the city. Nobody knows you there anyhow. It'll be a fresh start.
Don't worry about your relationships with women. Any that are worth your time won't be concerned with such shallow issues as how much or how little hair you have.
