impossible to shave neck with electric razor

I get very thick neck growth that grows in different directions.  I recently purchased a Panasonic wet/dry for shaving my head that works great.  So I decided to use it on my face also.  Above the chin line it works amazing, very close.  Below the chin on the neck I can barely shave anything.  Should I go in different directions?  Should I use some 'lectric shave?  Should I do this after putting warm water on my face?  I shave every other day.  Thanks!!!

I have to shave that area in different directions.. I think that is pretty common.  I use a regular razor and it still seems to be the one are that is hardest to shave.

Or... don't shave it at all!
